Your bathroom scale reports one number for a body made of several very different things. Muscle, fat, bone, and a great deal of water, all added together and displayed as a single figure.
Most of the time that is fine. The moments it fails are exactly the moments people care most, which is when the body is genuinely changing.

Both groups improved. The higher-protein group added lean mass while in a deficit, which is the combination people are usually told is impossible.
Now consider what the scale showed. The higher-protein group's net weight change was smaller than their fat loss, because muscle was replacing some of it. Judged on weight alone, they did worse. Judged on composition, they did considerably better.
Two honest limits: this was a supervised four-week protocol in young men, and it is evidence that weight and composition can dissociate rather than a programme to copy.
How much of the scale is water?
Enough to hide real change for weeks, and it moves faster than either muscle or fat can.
Your body stores carbohydrate as glycogen, and glycogen holds water alongside it. In a classic study, four days of carbohydrate loading raised body weight by 2.4 kg, of which 2.2 litres was water (Olsson and Saltin 1970).
That is the mechanism behind the fast "weight loss" of a low-carbohydrate first week, and behind the equally fast regain when carbohydrate returns. Neither is fat.
Sodium moves it too, and so does the menstrual cycle: measured with body composition analysis in 42 women, weight rose about 0.45 kg during menstruation, driven almost entirely by water held outside the cells rather than any change in fat mass.

Why doesn't muscle weigh more than fat?
It does not, and the phrase people use for this is wrong in a way that causes confusion.
A kilogram of muscle and a kilogram of fat weigh the same. Muscle is denser, so a kilogram of it takes up less space. That is why body shape can change noticeably while the scale sits still, and why clothes are sometimes a better instrument than a scale.
The practical version: if you have been training and the scale has not moved but your waist has, something real happened that your scale is not equipped to describe.
Can I measure my own composition?
Roughly, with a wide error bar you should know about.
Home scales estimate composition by passing a small current through you, and they infer fat from resistance. Against DXA scans, that method underestimated body fat by about 4.6 percentage points in men and 5.1 in women, with limits of agreement spanning roughly 14 points (Li et al. 2013).
Because the method is essentially measuring body water, it is also sensitive to hydration, food, time of day and the menstrual cycle. We go into how to make it usable in body fat percentage.
The honest hierarchy:
A tape measure at the waist. Cheap, no hydration problem, captures shape change.
Body fat scale as a trend, same time and same device, read weekly rather than daily.
How clothes fit. Unfashionable and genuinely informative.
DXA, if you want a real number, understanding it is a one-off snapshot.
What should you do with all this?
Stop asking the scale a question it cannot answer.
Use weight for the trend, on weekly averages rather than daily readings.
Use something else for composition, because weight and composition can move in opposite directions for weeks.
Expect flat stretches during training. A stalled scale in a period of resistance work may be hiding two changes cancelling out.
Protect muscle when losing weight. Adequate protein and resistance training are what preserved and even added lean mass in the trial above, and lean mass is part of what determines your energy needs. That matters when weight loss plateaus.
